RogueKiller / How to create RogueKillerX64 portable using 32-bit system

Maybe I missed this but Search provided no hits.  I use an x86 PC so how do I create the portable X64 version of RogueKiller on my PC?  I don't want to install it on my customer's X64 PC just to create the X64 portable, but will if I have no alternative.

RogueKiller / Scan causes floppy drive to seek constantly

10.9..0 version and earlier. Floppy drive seeks constantly until I insert media. Annoying.
